I'm really curious to see how it works in practice. It looks like a nerf, but maybe navies can still play a big role and Krill's just introduced terrain and tactics? I can imagine naval civs being even more important if they can make and break chokepoints better than everyone else, but I don't know if it will work that way in reality.
