FWIW, I thought that it was always banned unless specifically allowed, because it is a bug.
Merovech's Mapmaking Guidelines:
0. Player Requests: The player's requests take precedence, even if they contradict the following guidelines.

1. Balance: The map must be balanced, both in regards to land quality and availability and in regards to special civilization features. A map may be wonderfully unique and surprising, but, if it is unbalanced, the game will suffer and the player's enjoyment will not be as high as it could be.

2. Identity and Enjoyment: The map should be interesting to play at all levels, from city placement and management to the border-created interactions between civilizations, and should include varied terrain. Flavor should enhance the inherent pleasure resulting from the underlying tile arrangements. The map should not be exceedingly lush, but it is better to err on the lush side than on the poor side when placing terrain.

3. Feel (Avoiding Gimmicks): The map should not be overwhelmed or dominated by the mapmaker's flavor. Embellishment of the map through the use of special improvements, barbarian units, and abnormal terrain can enhance the identity and enjoyment of the map, but should take a backseat to the more normal aspects of the map. The game should usually not revolve around the flavor, but merely be accented by it.

4. Realism: Where possible, the terrain of the map should be realistic. Jungles on desert tiles, or even next to desert tiles, should therefore have a very specific reason for existing. Rivers should run downhill or across level ground into bodies of water. Irrigated terrain should have a higher grassland to plains ratio than dry terrain. Mountain chains should cast rain shadows. Islands, mountains, and peninsulas should follow logical plate tectonics.

To my knowledge that's one of the hard NOs we have around here. Exploiting the culture bug (or the automated production bug, or any of the other really nasty ones) is explicitly banned in this game, if I need to say it as your GM.

Easy solution: city spends a turn building wealth, gift that amount produced to the other players.

ok I will do what Krill says but I will protest.

I know that the culture bug was a big controversy in PB35 to the point that Warrior Knight and I considered dropping out of that game (although I admit it was more because of GermanJoey) because our argument was that it should not be banned because is unenforceable and not warranted. Who knows if the people who don't report their games thoroughly do and advantage seems small? And in PB36, it wasn't banned because GermanJoey, who got really nasty at us in PB35, finally realized the same thing.

But i dunno about the automated production bug. First time I heard of it and sounds nastly. Does make me wonder why some people on steam insists on playing the game on fast pace and end their turn in like 15 sec. I found that about 1 min per turn is definitely not enough for city management and worker micro!

EDIT: Ok definitely will not use automated production bug now that I read about it. Warranted for sure.

a lot posts in Gav's thread which is highly unusual along with lurker activity. I guess he wanted a reload which got denied? Saw that he teched Philosophy! this turn so I am assuming that he wanted to adopt pacifism at the start of his GA. Is he seriously going for liberalism? I might start my own GA in 4 turns once I saved enough money to head to Taj Mahal and the economics merchant.
