Holding the save for now until we agree on how to go forward.
I think the city health has to be full in order to trade it. Give it a couple of turns until it heals and then check.

The city garrison probably needs to be at full health. There is some speculation that buildings in the city center also need to be repaired. Wait until the garrison is fully healed and try again.

I liberated Yerevan and got 6 envoys, instead of 3. Must have been because I originally had 3 or they changed something recently that it increases what you get as the ages progress. I will declare on them in 5 turns (earliest I can) to take out the extra envoys. The 5 turns won't give me anything "extra" since the faith would have been generated while the city was under pindicator's control. At this point, don't really care about the 3 I originally had in there.

There was a change to the rules somewhere along the lines: you get 3 envoys for liberating before the Renaissance, 6 for a Renaissance/Industrial liberation and 9 post-Industrial.
