I think it's only the people who played in 15 that are for it. It can be constricting to Germany I suppose. Maybe there's some kind of middle ground we can try for? 1 city state conquest per player? 1 for every 100 turns?

If we legislate pillage farming separately and all city states are in dry locations, is a city state conquest really such a "one right answer" that it needs to be ruled out? City states build enough early units that it's probably not cost effective to try gobbling them up until at least the classical era.
Another option to make conquering them less appealing would be to play the game on Immortal or Deity difficulty, which gives all city states ancient walls to start off. That would also make barbs more obnoxious, which is probably a negative.

For civ picks we can borrow from some of the recent Civ 4 game and do a multi-round random draw:
1) Each player gets rolled 3-4 options, and either locks one in or chooses to re-roll.
2) Everyone who chose to re-rolls gets another random set (including those that were thrown back in round one) and picks one to play.

A possible middle ground on city-states would be requiring declaring war on the suzerain, if it has one. Otherwise, it's totally fair game.
It might introduce some wrinkles in the middle and late game without being too byzantine.

Not a bad idea, I prefer Chevs idea, but if the majority wants this I could live with it. Germany is a valid point. It gets shafted a bit with no CS conquest at all.
