Looking at this recent border tension I was really confused why Elkad even settled Footfall, but I looked back through his thread and there are at least three unique resource he's getting from the plant which makes some kind of sense. This is still a pretty unfortunate time for a conflict to escalate though, with so much of the map left for players to move into.

Prediciton: Rusten eats 2Metra, takes bites out of Dark Savant/Superdeath whichever wins their squabble. Gets to galleons first and picks on OH.
Old Harry meanwhile eats Elkad after the latter pisses off Rome.
Commodore takes bites out of Superdeath while Gavagai eats Beard-squared.
