Why reduce galley/etc. movement by 1 and then give a promotion that grants an extra movement? That seems like a roundabout way to accomplish nothing?
If we're discussing mod changes though I'll lobby for nerf to India and Inca UB ... return to 60 cost and let them be affected by trait modifiers? [EDIT: Was India UU already nerfed in 4.1.1.7? If so then UB is probably OK]

Like I already said I will provide a version for you like I did with PB48. There the version was based on RtR 4.1.1.6 with a few changes.

Raskolnikov dedlurked DMOC in PB3 apparently, I would really doubt that Krill, who also played in that game, would do that.
