Keep in mind soul linker 0 doesn't do anything. So if the hero was level 1 then it was working.

Pandora'x Box uses a level-based pool to summon things, and it can't cast Call to Arms on a level 1 hero. My Soul Linker 3 was working for my Sky Drakes, Undead normal troops, and everything else combat or overland summoned, both by the item, and by me.

I suggest add lycanthropy/werewolf-like unit for Gnolls as their additional mid-tier special infantry unit with regeneration and maybe rabies with similar role with Doom Drakes to Great/Sky Drake or night blade to dark stalker to fixing its one-trick pony weakness.

Gnolls definitely feel very weak. They work fine for the early/mid game, being able to reasonably capture strongholds of better races with their fast armies of wolves, but sharply drop off a cliff afterwards. Jackals should definitely get more resistance or shields, and perhaps even a fire breath of some kind.

I think gnoll halberdiers should not get the resistance penalty to strengthen their later game. Maybe jackals too with +1 but i have more reservations given how strong jackals can be

I think it is pointless for Dwarves to have catapult as it already have Steam Cannon and Catapult is in even deeper level in tech tree (Steam Cannon access from University while Catapult access from Mechanician Guild which also require to build university as requirsite). So I think place in tech tree of catapult for dwarves should have steam tank (steam cannon with better defense, movement, and coming with low strength melee but attached with fire breath?) as replacement.

Catapult is a generic unit that doesn't belong to a specific race, like Trireme. The requirements are the same for all races and Dwarves happen to have those requirements so they can build one even though they don't have any use for it. I could code an exception to disallow the unit for the race but there is no particular reason to do so.
Adding a Steam tank unit might be worth considering in the future although it might be best to save that for when we add new races.
I don't think Dwarves are really that bad to require a new unit.
