Question about the mod:  the new american UB is a harbor replacement that gives 3 GPP, but it doesn't say what TYPE of GPP points they are.

Those are neutral GPP

So what happens if you build one and it gets to create a GPP, but no other type has been in the city?

In the regular game, those typeless GPP can occur from Great Spy wonders when No Espionage is on. A Great Person will not spawn in this case; the GPP will keep accumulating past the threshold until the city has points of some type. I don't know if CTH also behaves like that, but it would if nothing changed it.

Well I fixed that in CtH. Hitting the threshold with only neutral points spawns a random great person
