The cothons make this really worthwile for him to settle but for me the South was more important as it brought better yields and a better defensible position as it is not coastal.

If I understand you correctly, it is guaranteed that Newton will come after Emilie.

So calculating it, we have to compare:

Emilie
- 3 Eureka's so in between 3*0.4*805 = 966 and 2*0.4*930+805*0.4=1088 Icon_Science (Ballistics and Military Science are 930 each) immediately
- we could get all of this naturally besides the Steam power and Sanitation we are unlikely to go for, so 644 Icon_Science advantage in the long term

Newton
- 3 (+4) library (envoy bonus)
- 6 (+4) university (envoy bonus)
- 2*2 for our existing universities per turn
- we still need to build a Campus to deploy him or we waste the free Library and settle him in CF
- we are hitting Enlightment in 2 turns and will switch to Rationalism, doubling the EM Campus buildings (from 15 to 30 currently) and adding +50% on the GM and CF Campus buildings. The city building the spare campus is likely Cassius or Bortus, let us assume we stay below the 10 pop threshold for the ROI calculation but Bortus is at least close (need to check the save)
Newton/turn
- minimum (assuming we loose the envoy boni) (3 + 6 + 2*2)*1.5 = 19.5 Icon_Science/turn
- probably (assuming we can keep out of war with Bologna) = (5 + 8 + 2*2)*1.5 = 25.5 Icon_Science/turn
- good case (assuming we can keep out of war with Geneva as well) = (7 + 10 + 2*2)*1.5 = 31.5 Icon_Science/turn
- best case (assuming we can get the Campus (Bortus) city above 10 pop) = (7 + 10 + 2*2)*2 = 42 Icon_Science/turn

So short term Emilie brings us the most, even though it is a gamble if we get the most important Eureka for Ballistics with her. Long term she brings us 644 Icon_Science so a little less than 5 turns of our current science rate. We will break 150 Icon_Science per turn with Rationalism.

Newton will bring nothing short term but will long term jump our Icon_Science/turn between 20 - 40 so worst case we will need 32 turns to benefit from him, best case we will need 15 turns to have a net benefit. On top of that we will save 340 Icon_Production for the Library and University and get more GS points for the future.
When picking him, we could run Rationalism and Natural Philosophy to get nearly 170 Icon_Science/turn to research Ballistics in 6 turns without the Eureka or we try to postpone it until Isaac finishes its Armory and a follow up Engineer to place 2 forts.

confirmed, interestingly the next GS is cheaper as well going down from 310 to 240 and Ichabod can claim Newton next turn

I decided to get Emilie as I think we will need the quicker Eureka for Ballistics and Steam Power due to likely changing military alliance to Ichabod and declaring on Woden to help out in his dire defense of his capital. He will break if he looses it and we can concede in that case as Woden will get too much land for him to consolidate.
Let us see if Suboptimal backstabs us, I do not plan to invade actually, as I hope the +5cs from the military alliance will be enough to egalise and force a stalemate between Ichabod an Woden.

Emilie would have been better for Ichabod, maybe even giving him a crucial Eureka to a military tech he needs right now. We need this game to go long as we have the best outlook regarding Icon_Science, established and to come.
Ballistics will be key as Woden has at least 2-3 field cannons already deployed and 2 in production currently
