No it has been build by Woden just 1 or two turns ago, probably the reason he was not hit that hard, it was a 4 turn build but we lacked the spot to build it as we only have 1 entertainment district finished so far
I fucked up in the UN meeting and voted for 100% production increase for military as I wanted to help Ichabod sustaining against Woden. This did prolong our Courser builds beyond their deadline (3 turns) and so there is a lot of waste production in Courser right now.
I should have tried for -50% faith cost of units, but that would have helped Woden as well.
Back to Builder mode, Steel and then go for CMF with our exisiting Siege and Army. We will likely not repair our coastal infrastructure to not present any good target to Suboptimal.
The Ironclad will be finished but takes another 9 turns now (instead of 4)

Yeah i only found out this morning. The text in game is wrong but firaxis confirmed it. As you say probably not a lot of use just now but a good bit of info for future.
