Like an optional setting? That's possible, yes.

The relevant use cases are two: Remove one or two units from a stack and move either those units or the stack without those units.
Perhaps the most intuitive and simple interface to achieve both would be to switch the select state of a single unit per click always. Then have another way to (de-)select the whole stack. Perhaps a shift-click, or a button (like "a").

I do find myself doing more clicking than should be necessary with then com1 way, and I am not seeing the total changing much with the opposite way, either.

I don't think it matters much in terms of total clicks, just the intuitiveness of the action. If a unit is already selected, then clicking it should only alter the selection status of that unit, not any others, that's what I would expect to happen, if I didn't come from COM I. But honestly the old way probably saved more clicks. If I'm adjusting individual units in a stack, it's almost always to keep most of the stack as it is, and switch out one or two units, so I can definitely feel myself clicking more. A setting would be nice. I do also remember when I first started in COM I, that I frequently accidentally clicked the wrong way, expecting it to behave like it does now.
