the turn came around and we are running again, I need to check the number but believe we get him naturally. Due to Bologna and our Encampment/Barracks building spree, we generate 16 GG points per turn if I remember correctly. Also the current GG is Renaissance Industrial, creating a 1 promo bombard. This is nice, but we could better use a Industrial/Modern GG, I believe, let me look

Woden's Megacities Osgiliath, Erebor, Gondor and a 4th one should all be around 60 , Osgiliath might peak into 70
GM can get 100, is right now at 94 (with -2 amenities, meaning it looses 10 )
KG is at 70
EM and Isaac are around 50-60 when in full production mode (ISaac waits for Steel to complete and EM borrows some tiles to AK so it both are running on ~40
The rest of our cities are in between 20 - 30 , enough to slowly contribute and grow.
We should consider some wonders, most interesting are Alhambra/Terracotta Army at Isaac, Potala Palace at KG, Casa de Contractcion at KG (we have 6 cities on a different continent than our capital, including GM, so the 15% boost would be really good on top of the three Governors). The reaal prize likely is Big Ben now that Woden has the Forbidden palace, but I do not find a good place to put it down.

We first discussed Merchante republic vs Theology. Theology brings us right now 30 faith per turn (60 pop in cities with Governors) and a 15% discount on buying with faith. I am not sure if that counts to GP as well, but it definetely is quite important regarding the UN 100% increase on producing units.
So let us compare this with Merchant republic, al Governor cities are earning right now ~60 gold together, so a ~6 gold bonus compared to Theology is quite bad. Granted income is my weak spot right now, but faith has double the value of gold, though limited uses (can only buy units, GPP and Stupas)
Merchant republic also increases district production by 15% which is the real important thing to consider, here is a list of planned district projects:

There are quite some districts, all would profit but a real time advantage would only come from the less developed cities. While investing in them to become bigger is an important part, we also have to consider the current game state and that we will not be willing to pay a 3 turn Anarchy for returning to Theology later on. Ultimately we decided to stay for now in Theology as it is our best source of units, so likely for the next 25+ turns until the UN changes again.
This frees up all cities to work on infrastructure while we can buy current age units every 5 turns anywhere in our empire.
Civic wise we thought it prudent to get money and amenities improved as best as possible, so we went for Liberalism and Conscription instead of Chivalry and the dark age policy card (which basically was a mistake to ever slot)
Some units are moving down in direction of Venice now that CMF has Suzerained it to plunder and maybe conquer the city, we really would like the GG (Gustavus) but Woden will get him naturally just slightly before us. We can faith buy him already, but we will also get the next one which should be Jeanne D'arc, the last Renaissance GG. Woden will get one of the two and we decided we can live with Jeanne, hopefully Woden invests an Encampment Project or something to get him.
Gustave Eiffel however is very interesting but still far away, we consider running some projects to improve our odds of getting him to deny him to Woden. We will get a couple IZ and workshops to close the GE / turn gap to him (14 to his 18, Pingala promotion should already bring us to 16) and have a potential faith head start for buying him.
KG is building the Casa de Contraction for 3 Governor titles (probably 2 to Viktor for increased fighting strenght and the 2nd attack) and one still open. It also brings us 15% to all yields in cities with Governors on non Capital continent, which is our whole SE including GM and Isaac.
We are aiming for a Heroic Age next and should be able to free Liang and and Reyna to go to cities on that continent as well (likely Bortus and Charly Burke). We might even be considering bringing Amani over for the bonus.
Viktor and Pingala will remain in their respective cities as they are necessary for maximum effect.
If we can get Gustave, Big Ben is a real option
