Well, I'm sure now it is Pokemon. It is clearly the melody from the intro to the Pokemon from 0:10 to 0:24. Also the track is called "Champion Red", which is actually not that subtle.
But if it is Pokemon, then this clearly must be a remix, as Nintendo has way too many musicians of their own to outsource the music to a third party for one of their most successful franchise. Therefore I can't really say which Pokemon game it is as the melody is in every pokemon game.

It was the ONLY version of pokemon Red/Blue/Yellow Champion theme that i could find that didnt have "POKEMON" in the title. Its a bit of a remix, but close enough.
I havent simmed anything past the initial worker "micro" but im looking at this and really thinking about planting the 2nd city where the scout is and using potentially a 3rd city above it to help grow onto cottages and the silver mine.
