First impression is that Greece is doable here with 2 Hunting resources and the fish, but I would have to do some more simming to verify my choice.
EDIT: Also I like that I have to think about where to settle the capitol. Big plus for me. Always annoys me when this decision is already done by the mapmaker.
Also: Big ugly river alarm!!!

Yes, none of the resources will move. If something on the very fringe changes I will tell you, but I don't have plans to change any of that right now.

After a first analysis I see three potential spots for the capitol. I start with the weakest:
SIP:
Pro:
- Best food potential assuming the tiles underneath the fog stay the same
- On a river
- 5 forests
- Can start from T0
- Quick start due to 6 food tile and 2x5 food tiles
Con:
- Bad defensive position due to flatland, but at least rivers to the north
- 5 coast tiles, wants Collosus
- Coastal, harder to defend in a later run for culture victory
- Worst commerce output in the long run
- Worst hammer output in the long run
- Denies city spot 2S of it
- 4 mystery tiles
Scout position:
Pro:
- Extra foodhammer from plains hill
- On a river
- 5 forests
- Best defensive position due to hill
- Great commerce ouput
- Best hammer output with 3 hills and the ivory
- Solid food output in the long run
- Preserves city spot 2S of settler
Con:
- Loses 1 turn from movement
- Worse food potential
- Slower start, movement and food resources in second ring (3x5 food resources, although one is 6 foodhammers)
- Still coastal, but entrance can easily blocked with ships
- 2 mystery tiles
On Sugar:
Pro:
- Extra foodhammer from sugar
- On a river
- 6 forests!
- Best commerce ouput
- Best hammer output with 3 hills and the ivory
- Quick start due to 6 food tile and 2x5 food tiles
- Removes the jungle
- Preserves city spot 2S of settler
Con:
- Worst defensive position due to flatland and no rivers to the W,N and E
- Loses 1 turn from movement
- Worst food potential due to more plains
- Still coastal, but entrance can easily blocked with ships, but the coast tile E is another way of approach.
- 1 mystery tile
I think SIP is more or less out of question for me. So the only question is will sugar better perform then plains hill or vice versa. I tend to prefer the plains hill for the better defensive potential.

I've looked at another city spot on the 'S5' sign:
Pro:
- On a river
- 7 forests!!!
- Better hammer output compared to scout Pos
- Quick start due to 6 food tile and 2x5 food tiles, but keep in mind the 1 less foodhammer
- Preserves city spot 2S of settler
- Doesn't lose a turn
- 0 mystery tile
Con:
- No Extra foodhammer
- Third best commerce ouput (we lose the incense compared to sugar city)
- Worst defensive position due to flatland and no rivers to the W,N and E, but better then sugar city
- Second Worst food potential due to more plains
