Mechanics-wise, cultural control goes to the player who has majority culture (accumulated over the entire game). This thread goes into the details https://forums.civfanatics.com/threads/p...cs.633767/ the math is a lot more complicated because for each successive border pop all closer tiles get a +20 bonus in addition to what the city is putting out.
In general when conquering core cities it is expected to never control any tiles that are within range of another city, and to lose tiles whenever borders pop. Sometimes an artist bomb isn't even sufficient to reclaim 1st ring tiles!

SD and Cairo signed a defensive pact. Something I was going to write in the next report was "Next we'll have to fight either SD or Cairo, or both".
Well, now we know it'll be both. We'll start when we have a cannon stack. SD should be our target because he's weaker and we can attack via the sea.
If we raze all his coastal cities, it could cripple him quickly without committing our main stack deep into his lands.

I think I'm turning tech on next turn, it will take about 9 turns to get cannons. Once we get those, we'll want to churn them out, so let's try to get the pikes and a naval force out before.
What should we use for amphibious attacking. Knights?

We have enough Galleons (7) for the mission. Just need to fill them with 28 knights.
Tarkeel has Cuirs and is arming up. He also made a defensive pact with SD. Is AT going to get dogpiled by three of his neighbors?
Might be a world war coming up. Me and AT versus Cairo, SD and Tarkeel. Lurkers will enjoy it.

We are on the path to steel for cannons, but do we have enough gold to pick up grenadiers as well?
being on the 2 side of a 3v2 is pretty bad.... PB48 vibes here. Throw AT a fish for fish?

Not banked, but should not take too long to pick them up.
I don't like the world war either, but not much we can do. Except make the first move. Sent a fish for fish to AT. I wish I could warn him but there's no AI diplo.
Basically the plan is to cripple SD with our first strike, fight Tarkeel by sea, and kill Cairo's stack when he invades. That is in the worst case where we get 3v1'd off the bat.
More likely they would go for the weaker target AT, and we can strike while they're over there.
I cut the roads again to make it harder for Cairo to attack, and I sent in the old cats to bombard Ruff.
I am hoping Cairo continues to stay put so it doesn't get complicated. He fears losing his stack as much as we do ours, I reckon.
