Turn 31
Quite some decisions to make this turn.
My first seowon finishes with the second one right on its heels.
Holmgard has an interesting issue now.
With the 4 food tile, it can grow at a decent speed whilst working 2 production tiles.
Options are now to build a monument or a settler. I could go full crazy farmer´s gambit and just push another settler out of Holmgard with the current setup in 10 turns (or without growth in 8 turns) or play it safe and boost my culture and squeeze out a monument in 5.
In 2 turns I can erect a mine on the amber and boost craftsmanship and could get agoge for slingers or I accept the slight risk that my seowon gets plundered (cheap to repair) and get a third city out asap.
The monument route would lead to early empire in 4turns and then with monument in 8 turns and get a 10 turn settler down to 7 turns. This means my third city will be founded in 23 turns instead of just 13. So my third city could already establish a seowon whilst I wait on EE. I can also use the 8 turns of downtime to get a slinger horde from the capital.
Is Filler a good enough spot? Hammerdal will have enough food to get to a decent size, but does Filler. The problem here is money, I need to buy the Seowon tile as per mining hill tiles are at a premium and then buy the grassland tile next to it. Seaside in the south is too far away. Eastsea grows too slow, Southeast needs BW for its Seowon, I could go Fillerbythesea but I would love to have a road up between the capital and that site asap.
Filler could get the Tobacco from the capital, but would need to buy another tile for this. Also Filler is protected, except for a seriously exposed Seowon.
Hmm, 10 turns on the settler means my 2nd warrior could scout out the north site and be back in time to escort the settler either to filler or north. In 13 turns I will have 150 gold, so I can buy 1 tile for a seowon, but it would take a lot more time to actually farm the tile west of the Filler Seowon.

There is a river to the west. This could be a great city site which could work seowon-powered mines.
I also have to be wary that I do not shoot myself in the foot with a science rate which is too high too quickly. The problem here is eurekas. I will loose progress if I do not manage to hit some of them in time.
What I could go for, if I find a better pasture then the one south is for a push towards Apprenticeships. Which techs do I really need? I need a pasture, a trade route and 3 mines. Seaside could be a solution of more scouting through slingers.
There is also the point of security. 3 slingers and a quick research towards Archery could prohibit any aztec rush, but the terrain is very rough. I can´t believe I am saying this, but maybe I should forego military. My 2 discipline boosted warriors are enough for now. Hongkong is too far away for a quick conquest.
There is also the one hammer by Hongkong to consider. I think going for a bit more culture and earlier governors is the right call. After Mining AH for a possible Horse site for a quicker pasture, else I will settle Seaside post-EE to get a pasture for my apprenticeship slingshot.
I could also get a 3rd builder for some magnus chopping at hammerdal to get a settler out there the hard way.

Monument (6-7t) -> Builder (6t) -> Settler (6t) -> Slinger (2t) -> Settler (8-9t) -> Government Platza
Hammerdal
Seowon (6t) -> Builder (8t) -> Settler (chopped) -> Slinger -> Slinger
One Settler for Filler by the Sea and of for wherever there is a pasture.
