Hmm, interesting. One could effectively start making units or districts 1 turn before the required tech or civic is unlocked, then.
I don't think we should allow the shift-enter trick. It gives an unfair advantage for wonder races or attacks predicated on a certain unit (i.e. Frigates).

I haven't used the mechanic and I agree with Marcopolo that we shouldn't use it. Feels a little exploitative since shift-enter can also be used to avoid other things that normally prevent ending the turn. I believe Cornflakes once used this to defer a city raze for 2-3 turns in an earlier PBEM vs. Archduke, for example.
It's also raining here so I got all day to play turns.
