I would say Civ > Leader for first choice. You want a civ that gets you off to a nice/decent start with good starting techs for whatever start you get. You can pair a leader last, as more of a "boost" to whatever civ you actually want to play.

Civs that stand out:

Khmer. UU is TOP NOTCH. WE's are unbanned in this mod, but sit at 7str. Ballista's are at the standard 8str, and keep their targeting outside of cities! Long shelf-life too. UB is... uh, better than the normal building..

Mali. UU basically guarantees that you will live to Knights. UB, isnt terrible.

Ethiopia. Decent start techs, UB allows for some weird gameplay/bulb paths, UU isnt great (muskets are just terrible period) but drill 3 muskets hitting something is pretty fun.

China. Start techs = awesome. UU = not bad, would be better on a watery map.. but not bad. UB, not worth mentioning.

Any of the early courthouse UB civs + ORG. Maybe IMP/ORG +... Sumeria? Just never stop building settlers... lol

NO early early rush UU, map is supposed to be "big/spacey" So, no Egypt. Probably wouldnt choose Greece/Inca.

Rome, but if chosen basically "should" grab AGG+ FIN/ORG, know that everyone knows your gameplan. UU has a pretty long shelf life, not as long as Ballistaphants imo, but pretty long. However, Praets+cats will be a bit slow..

Byzantium. UU is Powerful. Ultra Powerful. So powerful that the only thing that can reliably stop it, is Khmer. Downside? Shitty starting techs, and a UB that is worse than Chinas. But, getting to it = pretty much GG.


Special mention to Aztec. Has a great UB, shit UU, and makes you constantly feel bad for Roosevelt when playing Earth 18 civ.


Unless the start points otherwise, i strongly lean either a solid Khmer, or the risky Byzantium.

Careful superdeath. You are mixing up changes from RtR

Khmer: Since 2.0 their UU is also at str 7
Ethiopia: their UU only gets Drill 1 and 2 and their UB has only 25% culture on top of base building and does not obsolete

Oromos are a nuissance to fight against. Forget Drill3; they can take formation or any of the other C2 promotions as their first promotion.

SD still has nightmares about ballistaphants from PB58.
