It's only possible for PBs and Singleplayer. That's because in these modes one computer alone makes the turn roll and is able to write all the data. In theory it could be possible with PBEM. But then the last players computer needs to write the data. Oh and of course this required to implement code for most of the data to collect everything.

Are the pop numbers recorded at end of turn such that whips could be coinciding with cities growing? Either way, it’s impressive.
All the numbers are counted at the end of turn. But it would be a rare coincidence if he grew and whipped every time.
But he also answered and it's as bad as I expected
