In addition to what civac said, if a deal is in danger of being accepted outright, people sometimes add in "war against X" just so you don't accept it.

IE; if I wanted to invite to you war in 10 turns, I'd offer war for war and 10 gold. You might then accept that deal, forcing me into the war right now.

Rekenner army ratio has indeed fallen from 1.3 to 2.6.

Just as planned, Rekenner has attacked the axeman next to his town, over the river, with his Great General combat-3 Shock axeman. 
I hoped that would happen so I wouldn't have to fight it through a fortify bonus. Injured down to 1.6 is good too.
Vanrober also finally declared war on Rekenner at precisely the point where it's of no use to me and may even be a threat. I shall have to put some espionage his way and hope he doesn't have mediaeval units too soon.
Bellarch sold me Gems for +3 gold per turn, very valuable considering the slavery unhappiness in three cities. I began making a settler in cap, and put two spearmen (one with Formation) in JackRB's vision.

Fairly bad RNG in these battles, like a bottom 18% or so result judging by vodka. Ah well. Should be able to take it next turn and then will have to see what sort of threat Vanrober poses.
