Since when has no spies been default? They're allowed in pb59 which is a ruining game, and have they ever caused a problem?

The idea for changes happened during PB52 in which I could have been the vassal of Mjmd. Back then I would have vassalized myself to him for protection. But like you said it's also a way to concede in-game and may be the only way to end an MP game with a proper domination victory instead of a concession.

I prefer the way this is handled right now. Irrelevant Civs should largely stay out of conflicts among major powers. The whole idea of vassal states is out of place in competitive MP games.

It doesn't affect happy cap but it does affect maintenance cost of cities, civics and units, tech costs and number and strength of barbarians.

Unless its been changed, it should affect happy cap. Monarch allowing... size 5? cities and size 6? capital, and higher difficulties bringing that down one, ect.
