That sounds a lot like a conspiracy. Also why should they punish him for something Trump already decided before him.

Kabul fell so quickly because the Afghan goverment pocketed solder's money. The speed caused the chaos. Now, if you do things that account for the speed of the collapse, you are acknowledging the Afghan goverment will implode and are explicitly handing the country over to the Taliban.
There was also criticism from allies about lack of communication from US during withdraw. Ya it was going to be a mess, but communications and working better with allies was high on my list of things I wanted post Trump (overall Biden admin has been doing 'ok' compared to 'dumpster fire', but certainly not good).
MJW is spot-on. Withdrawal clearly could have been handled better, but there was an inescapable catch-22; if you start evacuating people months earlier, then you're signaling that you have lost confidence in the Afghan government's ability to survive, and the whole teetering edifice is going to come crumbling down very quickly. Of course if you wait too long it's going to collapse on its own anyway, and you're going to have to scramble with even less time to prepare.

Maybe though it's just the sort of thing that happens when no-one with authority wants to attach themselves to the embarrassment by taking a lead.
