There is a time bar, and you can't call one on Ljubljana. Woden can't vote and your old team might not bother. Push it through!

Oh yeah, WODEN CAN'T VOTE! I totally forgot that was the way this idiotic system worked.
Throw every fucking point of diplo favor you can at getting emergency through. We're not getting a better return on this stuff anywhere, and no way to be sure how Team Sandbox is going to vote. Who proposed this? Must be Kaiser?
