For the third word, perhaps OLIVE as in olive branch and non-violence? Nothing else strikes me immediately.

The other obvious connection is LONDON. Gandhi studied law in England, campaigned against British colonial rule, participated in negotiations in London. But INDIA/RULER/LONDON is better clued by Raj 3 or Colonial 3 or other such words.

Yes, Indira Gandhi was prime minister. So that supports RULER.
I didn't think of OLIVE and it is a second order connection, from olive branch to peace to Gandhi. So I prefer STAFF > OLIVE > LONDON.
