I very slightly lean DRAFT, because it's a harder word to clue than STATE and STATE/LUCK could have been clued by referring to a "state of being", e.g. Serendipity 2. Those aren't very strong reasons, but they're all I've got.

I'm not familiar with the word "Draft" as applied to lotteries, but there is a well-known sports gambling site called "Draft Kings"; I had assumed the name was a reference to recruiting fantasy league players or something, but perhaps it has a broader application.

Hah, okay then! Looking up the various definitions of "draft", I don't see one which specifically relates to gambling, but I had forgotten that the military draft system in the U.S. uses a lottery.
