added a bit more time. Try once more? Server isnt showing as down, so is a little weird.

Maybe the IPv4-Port problem?! Civ4 on your computer uses port 2057, but your ISP remaps this port to zero because the public IP address is shared with others. Port 0 has to be blocked on Zulans server. This mapping on port 0 is saved for some amount of time. Thus every connection attempt from you will fail until the mapping is released by the ISP.

You can solve this by refreshing your internet connection.
