He can use all three if he moved E then NE with the settler and settled turn 1 I believe

Yeah he can but that stinks for him for two reasons:

1. He has to lose a turn to get what everyone else can get from settling in place
2. He gets a capital that's almost entirely water, which is lousy.

He could also settle one west to grab the wheat, thus have three food resources and the furs and +1 hammer for settling on the plains hill and more land tiles than if he settled 1E 1NE. Anyways the map is far from identical, so I'll be ready for alot of more comments on someone getting screwed.
