I also think Bing should've gone ahead with the Skirmisher harassment anyway, but it would be amazing if this were actually a foundational step in the two of them having a good relationship this game, in spite of Charriu's initial and understandable misgivings.

Why would Bing want a city there? It's insanely exposed. You could also say it flanks like five of Scooter's cities, I guess...
