Changes aren't needed because these are underpowered things, which don't disrupt the game like overpowered things do. But it's still an easy opportunity to improve the game by making existing options worth using.
I don't remember seeing a single flanking promotion outside of Sentry units.
Only 2/6 people in PB69 have Alphabet as of turn 183. The research-building use case is certainly interesting but it gets immediately obsoleted. Perhaps gold-build should be moved to banking. Isn't it a more interesting choice if there's only 1 early/mid game tech that gives income-build, rather than two, one of which you're always going to research anyway?
I had 3 cityraider2 swordsmen who were pretty useless against a guerilla 2 longbow, and who only got made because there was a barb city with archers alone defending it. Perhaps making them cheaper like someone suggested just now would work best without breaking the CtH remit, and it would achieve a comparative stealth nerf of the Praetorian by leaving their cost unchanged.

Current planned changes:
- FINancial. The water bonus applies to all water tiles and not only to 2+ commerce tiles (This actually isn't a change. Every since I implemented this it worked like this. Since the balance wasn't effected that much I opted to leave it that way and just clarify the changelog.)
- Khmer UU gets 70% vs mounted instead of 50%, the aim at mounted units stills remains
- Rome UU cost is increased to 55
- Wonder Christo Redentor available at Mass Media instead of Radio
- Jet Fighters require Rocketry
- Advanced Flight no longer requires Satelite
- Submarine cargo is 1 person (Scout, Explorer, Missionary, Spy, or Great People)
- Attack Submarine cargo is 3 missiles

One last change I wanted to propose is a sleight nerf to ORG by removing the +2 espionage points from courthouses. Either removing them entirely or better move them to a different building, The question of the latter though would be which building and going together with that which trait to buff that has a production bonus towards that building.

I like this change, but it could have rather far reaching consquences.
First building that comes to mind is actually Theatre: A niche building that is often skipped entirely, buffed by a trait that doesn't have that much going for it in this stage of the game. Thematically it makes some sense, as espionage tradecraft does have some ties to the stage.

That's up for debate. Personally I still think its not overpowered. Right now it's basically working like a weaker version of "+1 free specialist". If people feel it needs nerfing I'm not against it. After all I am no longer playing.
The question though is: Just nerf it down to +1 GPP or make up a new building? I know that in the past a rather boring market replacement with +1 free engineer or +1 engineer slot was brought up. Whatever you fancy the most.

+1 Free specialist is one of the strongest UB boosts though, and since the library can be built very early it might need a slight nerf.

Yeah but a free specialist gives 3 GPP and other yields and works with civics like representation. The Ub only has 2GPP. That's why I said it is a weaker version
