Regarding where Oxy fits into this:
We know Oxy isn’t in the global south from his start screenshot (and our eastward boat probably would have found him if he were.) We can be reasonably confident Cairo is north of Luddite as mentioned. So, doesn’t that mean Oxy has to be between Cairo and Yuris? Either east of Yuris or east of Cairo…. but one of those probably has more room to fit in a rival than the other and is the more likely bet. The thing is that we haven’t really seen any sign of Oxy reacting to Cairo’s moves at all, so if he doesn’t feel threatened it could mean he’s not accessible.
It looks like Logan is set to grow to the happy cap and possibly stay there, fat and rich, leaving whipping to all the kids. A good time to get Moai in a vacuum, but we have an invasion to concern ourselves with. Does Moai have to wait?

Another note: I just saw that our holy city culture is going to claim pig, probably before Yuris can get his own culture there. That could force him if he wants to claim the eastern rice to settle on the coast between rice and wheat. Any other city he wants in jungle would then need to be well to the west near the other rice. I’m not sure how defensible such a wide front would be for Yuris, assuming we are able to deter or defeat his attack.

For Moai, I don't really have a good answer yet. It can be had somewhat cheaply, but it's potentially a bit of a luxury right now in Cataphract prep. Will see if I can slip it in. I am putting turns into the Stone Quarry right now with spare worker turns, so the option will be there.

Are you doing capital Moai or one of the more outwards spots with more but less sexy coast?

Lower opportunity cost and more medium-term benefits - because those are Bureau-boosted hammers. I don't think it's a close call here, it's got to go in Logan every time.

Yeah capital is the plan as Cyneheard said for Bureau reasons. I guess if for some reason it gets delayed a long time you could maybe make a case for it elsewhere, but the fact that it can be built so quickly + Bureau bonus makes for kind of a no-brainer I think.
Reminds me, one of the goals here will be going vertical with this capital to really unlock the benefits here. Right now once whip anger wears off, we're capped at size 8. However, we have a lot of avenues to improve this.
* Cheap (SPI) Hindu Temple: +1
* Silk at Calendar: +1
* Market at Currency: +2 (Ivory/Silk)
* Minimum HR garrison at Monarchy: +1
* Gold doubler with Forge: +1
That would be a happy cap of 14. That's just the low-hanging fruit through the early-mid game. There's other options. Spreading Judaism to the capital for another cheap temple would unlock another happy, and HR obviously has a limitless ceiling, not to mention a few other buildings that help. There's also a Sugar in the jungle in fairly easy reach, not to mention overseas trading potential. This is all nice because not only can this capital get nutty at large sizes, but it also has the food surplus to get there quickly.
Just for one example config, at size 14 with Moai it can work
* 7/1/3 Fish
* 1 5/1 Deer (give other to Roman)
* Five 3/1/3 Lakes
* Two 2/1/3 Coast
* 1 Riverside Grass cot/ham/vil/town
* 2 Grass cot/ham/vil/town
* 1 0/5/0 Stone
* 1 1/4/1 Ivory
This produces a +14f surplus at size 14 and base 20hpt if I've counted correctly, and let's be honest I probably haven't. This likely results in the Fish actually going to Kendall the vast majority of the time, but the point is that growing to large sizes will not be the slighest bit difficult as long as we have the happy to support it.

The high growth rate does give us options if we need to whip the capital for WEs to defend our core, so that’s a bonus. Clearly something we’d rather not do, especially once we have Moai, but needs must.

Yeah pretty much. Whips are worth 45h into units in the capital, so a double whip produces 1.5 War Elephants worth of hammers. Combine that with strong natural production and building 3 in 2T is very easy.

There is another non-riverside grass at the capital that can’t be worked by any other city. Is the long term plan there for a cottage or a workshop?
