That's a good idea. I was going to suggest a 5% production multiplier for additional resources, up to a certain amount (and raising the cost slightly to compensate).

I do like the FFH2 approach.

In Civ VI, as of Gathering Storm, resources generated from deposits basically pile up in a bank for you, and then the bank is spent to produce strategic units - ie iron for swords or horses for horsemen at the start. In the later ages, units also burn 1 resource/turn in maintenance. So, during the big war I'm reporting on in the other forum, for example, I can only really field 5 ironclads since more than that will exhaust my coal supplies, and my factories are soon going to shut down due to a shortage of coal. 

Oil, of course, is even more valuable and the real reason I'm going to win that game is that I have access to oil and no one else can get to it without breaking my blockades - which they can't do without oil units.

Yes, that one. It started off as an effort to showcase a mod, but my friends play SO SLOOOOOWLY that I just used it to report on a different MP game instead.
