Sorry, I just saw this....
I tend to stay out of these things given my own history, but I am somewhat against a re-roll of one of my patented marathon turns. I can probably re-create the moves in less time but I'm not sure when I'd get to play a re-roll, which could possibly delay the game further.
I'm doing tax prep again this year, and may have cash in some chips around April + T200 coinciding : So I'm afraid I'm really of no help here. I've been on the wrong side of a judgment a few times myself in the past. I'll just say that we as a group have made many concessions merely to optimize gameplay recently and the spirit of RB is to rise above all challenges even if self-imposed.

I've been noodling on an informal rule that basically goes like this:
"Once every 200 turns you get one 'oops' reload. Once you use it, it's gone, and you are auto-denied any request until the current 200 turns are completed."
Needs to be cleaned up and defined, but it would force players to be honest with themselves about how bad their "oops" really is. Game ruining? Sounds like a good use of your freebie. Micro ruining? I dunno man, sounds like you should save your freebie. The 200 turns element is purely to accommodate games that go deep where the stakes rise.

I think an arbiter makes sense in a lot of scenarios where perfect information and a degree of non-partisanship help with decisions. Where there's not competing interests, however, the decision should be around how the players collectively intend these situations to be approached - and the lurkers might differ dispositionally from the players. That's why absent a rule of thumb or collective approach I think players should take the decision - e.g. you all know how much getting a tech as intended can cascade to affect a thousand different things.
