Looks like an axe. Also i see alot of random roads, and the copper not hooked up. Any extra info to go with the image?

I missed the Oracle - I was going for it for the free tech.

I was thinking Monarchy to free up city growth, but I've run out of useful buildings to build so I've changed to metal casting for the forges, and will probably go currency next. I'll produce forges and markets with slavery, while going for monarchy.

Many of those roads had improvements on them but were pillaged by barbs. I tend to build a road while I'm on a tile, as it seems efficient to do so - only half/third move off the tile instead of one.

You still have a ton of land to settle into, the only buildings at this stage should be granaries to feed growth and culture where it's not's feasible to settle next to resources. The rest of the hammers should go into settlers for new cities, workers to improve them, and units to defend them.

While it can often be worth to put a turn of road into a tile as the worker moves past, you should only do so where other units will need to move again in the near future. Try to build as tight a road network as possible while still allowing efficient travel between your cities; worker turns are a scarce resource. Neapolis seems to have been working a bare grassland for 5 turns and no worker in sight to help out? It's also not connected to your trade network as you don't have sailing.

Having barbarians pillage your improvements is also a clear sign that you don't have enough military.

Basically everything Tarkeel said. You dont want to build every building in every city.
