As far as I've understood it from reading the manual, the "We love the X!" appears randomly throughout the game. A city becomes a candidate for "We love the X!" when it has no unhappy and no unhealthy faces. If you got such a city, from time to time the city will praise your leadership, and due to heavy feasting, will cost you no maintenance.
As a matter of fact I find "We love the Despot!" quite nice, especially when I have built the Pyramids - it reminds me then I should finally change to Representation after 2000 years of unintended Despotism...
