Following the entry in the wiki, to win the game by conquest, you need to capture all cities of all wizards, which is both boring and time-consuming, especially when you are way stronger than any of them. As a result, imo, it induces the race to the Spell of Mastery, reducing the game's freedom of action. Accumulating more than 1000 mana (I'm playing on Hard), is not too hard (especially given sufficient gold reserves), and having 0 mana at the banishment is very unlikely. I already banished Rjak 5 or 6 times. It's getting really tedious, as there are no challenges left. I just keep sending a couple of units to his remaining cities and capturing them. I think it would be good to put a limit on the number of times he can cast the Spell of Return, or perhaps some other constraints. In its present state, imo, it cuts the fun quite a bit.
