As Sam_Yeager said, you should read through the procedures for sponsoring an event and use that to develop your own idea. Sponsoring events is a serious responsibility usually taken up by long-time community members, ones who have a firm grip on the many small details necessary to make a scenario a success. What you have right now needs much, much more work before it would even merit consideration. Try looking at some of the games sponsored by Ruff_Hi or darrelljs for examples of good scenario design. We're always happy to see new faces, but you'll understand that newcomers can't expect to walk in and immediately begin designing scenarios left and right.
