Starting position draft

I just had an idea for a future PBEM/pitboss game setup: in addition to drafting leader/civ, you draft your starting resources.

There would be a list of resources that are available. E.g. lake fish, grassland hill gems, lakeside wheat, 2x Flood plains, plains marble under capital, 2x coast clams + 2 more coast, forested grass deer...

There are enough of these that everyone can get 3 and there are still some (e.g. 2-3) left over. Pick order then goes
1 ... n, n ... 1, 1 ... n, n ... 1, n ... 1

You can pick your leader first, or your civ, or one of your 3 resources...

The rest of everyone' capital tiles would be a normalish mix of grass/plains, flatland/hills, with about 50% river tiles.

Oasis is mutually exclusive with forest. smile

(The full set of exclusivity is is oasis, flood plains, forest, jungle.)

And if I'm reading this correctly, there are 5 drafting rounds, where each time I can take any one of the following:
1) Civ
2) Leader
3, 4, 5) Starting Location options (with no more than one available for the Center Tile)?

It does change the balance of draft position, probably towards being somewhat more even.

IMO, getting Forested Grass Deer + Plains Hill Marble/Stone is by far the strongest starting combination, especially with Expansive to boot:
That's a 5t worker on Quick, 8t on Normal (3f Deer + 1h deer +3h plant +1 Exp = 8 ). yikes
