It works like this: The sponsor (Sirian for the first game) will publish a single player save game, most of the time from 4000BC but not always. The sponsor also announces the settings of the game and maybe sets additional rules, like that you're not allowed to have more than 5 cities, or that you may not trade for techs. unscored, which means that playing, reporting and discussing the game is the main focus, or it is

can be the in-game score, but it can also be any different scoring mechanism, like who has the most spices in 1500AD, who is the first to launch the spaceship, or more complex scoring mechanisms (see the old Epic 36 for Civ 3, for example).
Now everybody plays the game
without talking about it. No spoilers! That's one of the most important rules here (in addition to no cheating!). On report day, usually 3-6 weeks after the game was announced, everybody reports about his/her game, compares the game to other's, and (if needed) the winner is determined.
Initially, Sirian had planned to open up the first tournament game as soon as the Civ 4 was out, but it looks like a lot of people are unable to run the program because of a technical bug, so we're waiting until Firaxis has released a patch which fixes said bug so that more players can participate.
