Initial Thoughts:

I originally misread the Consciousness as getting the beaker Boost to the standard specialists. Obviously that's significantly less abusable than I had initially thought.

On the plus side, the spiritual trait is kind of awesome. Since then we can swap Biodomed/Terraformed whenever it pleases us (that's going to be a ton of micro) and Democratic/Police State as well. I don't think it ever makes sense to swap out of planned with all the capital bonuses we're going to be floating.
