Wind Walking movement 2

I cast Wind Walking on Bhagtru, and he only got two movement instead of the proper three. He flew and the stack traveled with him, but still only moved two. After doing something (casting flight during combat?) he now moves his proper 3. After some time, I cast it on Morgana, and she only moves two. I tried casting flight on her during combat, but she still moves two. Save file attached if anyone wants to see it, v1.40n.

You only get your movement points the turn after an effect that increases move, which might be it.

No, to give an obvious example, wind walk increases overland move to 3 if it's less than 3.

Why does Morgana have flying movement? Chaos Channels? (Flight would give move 3). That may be a buggy interaction.

Because she has Wind Walk cast on her. It gives her and her entire stack flying movement. It should be flying movement 3, but it's only flying movement 2. The save file attached to the first post has her, you can check it and see it for yourself.
