My guesses:

-top 3
shop - buy cloth at a shop
smuggler - cloth is a good that is smuggled
belt - cloth belt
-next 3
arm - cloth covers the arm
torch - a torch is a stick with burning cloth on the end
tag - needs a tag at a shop
