I didnt realize that India and Inca were in play, but I am ok with this as explained below.

Commodore: I could see him maybe do a roleplay and take Kublai Khan of Greece. The best combo would be Pericles of Sumeria.
AI: He will pick India, but the leaders are relatively not so good. Predict that he will take Spi/Ind and chop out henge and oracle MC.
ipecac: I don't think he will pick Inca if its a water heavy map because of bad starting techs and because the best leader is Louis XIV. Predict that he will take China.
yuris: He has the best leader available, Zara, and his civ choices are good also.

Thanks for sharing. Hmm not sure if I want a fish start due to lack of 3h or even 1f2h tiles.

At this point, Mali and Korea are definitely out since you need either fishing or way to tech to AH. Between France and NA, I think the former is stronger since I see the NA UU as a downgrade to be used in niche conditions (like against Praet rushers.) Definitely not feeling Rome right now because of the lack of hammers. The other intriguing option is Aztecs solely because of the UB but it comes at CoL not at priesthood. Managing whip anger would be welcome though.

If I do go with France/Aztec then the trouble is what will the worker do after pasture is done? Likely need to research fishing next so that is potentially a lot of wasted turns unless you go mining. NA looks better after all?

So as I thought, Mining is 5 turns of research but if you work the fish for 1 turn, you can 4 turn mining so no worker turn is wasted. The huge disadvantage is that you delay your growth to size 2 by 1 turn but does it matter when there are not that many good tiles to work immediately? Can get settler and BW done on T20.

Sorry for the incomplete BFC information. I'm going to pin that on a novice mapmaker's oversight. Everybody had part of their BFC in fog and in the interest of giving complete information so you can make an informed choice, I've decided to just share what's in the fog.
