As peace treaty no longer automatically cancels enemy curses on your cities, this raises the question...
maybe Wizard's Pacts should have this functionality instead?
Or do we want to force players to dispel all the curses after the war no matter what, even if they manage to forge a pact?
I personally think attacking a curse-heavy opponent and failing to finish them off should be a path to losing the game but maybe that's a bit too harsh?
Ultimately, once you do have a wizard's pact (or even a peace treaty) the AI will stop casting new curses on you so you can start dispelling, but it can be an expensive process.
