I think free pinch on muskets is just as broken for the musket-UUs: Oromo, Janissary, Musketeer.
Another thing to consider with the golden ages if you control a wonder: All these wonders just had their cost decreased because they're rarely built, but this change will make that wonder more attractive again, but only when plaing with events. That's pretty hard to balance properly, so might be best to just keep them out.
If you're keeping track, I've changed my opinion to "All these should be cut".

Pinch on muskets is fine. The rest is questionable.

Agree with Mig/gav/maybe others that all of these in a game together is too much. Maybe just don't make them deterministic? I like Mig's idea, or just keeping them as they are now (but adding the old ones back in)?

That means that not all quests will be available, just that in case the game chose the quest to be available, everybody gets it, and instantly upon clearing the tech requirement? In that case I like the idea. What I would like to avoid is too much plannability around quests. And yes GAs have to go.

Ok, I think I will leave out the quests that are already excluded by CtH and RtR. I can implement it just like you said. Let's take the Best Defense as an example. It only requires Engineering. So with this game option active everybody who researches Engineering gets this quest on the turn they research it. BtS already implemetns this pre-selection of events/quests on game start and has the following probabilities for the quests to appear:
Holy Mountain = 85%
Horse Whispering = 25%
Classic Literature = 20%
Master Blacksmith = 25%
Best Defense = 30%
Crusade = 50%
Greed = 40%
War Chariot = 25%
Elite Swords = 25%
Warships = 35%
Noble Knights = 15%
Note that I already removed the quests not in CtH.

Just checking but even though everyone gets the quest only one person can complete it?
