When I saw the revolt, I thought the rule of "no flips to a previous owner" had an exception for a gifted city (since I'd already seen that a gifted city has rules exceptions regarding cultural control of its nearby tiles.)
in a cultural game i flipped a city washington had beaten me to in a good spot. i accepted it rather than raze, since it was size 12 or something by then. bad call. it had his national epic in it, and i had not yet built mine. his came with the city, so i could no long build mine where it was supposed to go! you can't build NE unless the city has a library. the city didn't come with a library, but it kept NE. i was not pleased.
i asked for advice on CFC, and found out that if i lost that NE, by, say, gifting him that city back, i could then build my own where i wanted it. so i did. his city never did flip back.
but it revolted a lot. i mean he got basically no use out of it. it was ridiculous. it ended up with only about 5 useable tiles out of all that nice land, and was revolting so often that he had no time to build any culture things to help it lower revolt chances, and i guess he didn't think to move troops in there (i forget what he had in there).
i learned two lessons from that experience. #1 check the outside of a city before you accept it ... if you see that it has a national wonder that you absolutely want somewhere else and have not built yet, raze that sucker. and #2 don't accept a city as a gift if it will be in serious danger of revolt. because it is in fact allowed to revolt over and over and over. it didn't flip but it sure revolted! i got curious and just now loaded the final save. scrolling through the event log i might have missed some. on epic speed, i saw 6 revolts over the 170 turns between when i accepted it and when the game ended. i didn't tech to communism so i never could look at the chance to revolt inside.
but, in the meantime i flipped another american city that had chichen itza in it and was much farther away. a worthless wonder but i look at it as getting revenge, i weakened his defenses everywhere muhahaha.
