Warring seems to be 100% the wrong move until you're so far ahead, you've already won the game economically.

That's not even close to true. Would Plako have been in a better position if he'd sat around rather than taking out WK? Would Locke have been in a better position if he'd not bothered to invade Adlain? Of course not. Yes, you have to pick the timing of your wars carefully. But that doesn't mean wars are always the wrong move unless you're the game's economic leader. Far from it.
