Aha! I think you solved it Rowain. Since Thoth's leader is Creative, his border would have popped on turn 3. This coincides with the increase at CivStats. He must have bypassed the internal hut to get the other two.
I think this also means that his terrain is much more level than mine, so that his Scout was able to cover more ground to get to the huts. I'll have to see what that bears for any attack plans with the Impi, but defensively I want to be able to outmanouver anyone that approaches as well.

Time will tell if I have the moxie to pull that off. But right now any attacker has full protection (albeit at a slow crawl) on their way to our capital.
Looks like the game start issue is resolved, so hopefully we will be back on track in a day or so. Per the guidelines set by Krill, it looks like I will also get a second crack at the first hut:

I told you I would have some news for you at some point. Our representative from Zululand did his best to make a difference in the PB24 crisis. Here's an update:
It's never a good sign when you are called into the Big Thread to discuss game parameters. But like to take part in these things because you never know what you might be able to gain from them.
First thing you have to realize is that once you enter, you will encounter more pomp and puffery than a Savannah ballroom. Everyone is all dolled up beyond recognition and clearly in it for themselves. It's sickening, really. But I have learned to play that game and can toss fancy words around with the best of 'em.
This here dilemma appeared to match my particular set of skills, so I threw myself in the middle of it in the hopes that I could build a consensus out of this group of ragtags. Turns out that even Liam Neeson would have been outmatched in this bunch. Now I'm a Southern gentleman so I am not going to name any names, but let me give you an idea of what I was up against:
-First, you had your sideliners who remained passive throughout most of the process, only to return and say just enough drop a sack of pennies on the tracks to throw everyone into a tizzy just before the last stop.
=Then there was the man who kept to himself for the most part, but still seemed to end up in the crosshairs of a few folks because he had a couple of lucky nights at the craps table. And I'll be damned if these welfare queens didn't do their best to deny him his hard won gains. A pity, I say.
-Then of course were the two guys from the end of town who wanted their money back because they felt they were sold up the river on a recent deal and not getting what they paid for. One actually skipped town and is still trying to get some hapless schmuck to absorb the fine mess that bears his own signature. But as we would later find out, the fine print said "you only get one day to question the fine print."
Now I've been around since most of you were still in short pants cleaning up after your first volcano. But that didn't matter a hill of beans to this crowd. Nope, it was like thrusting my fists against the ankles of God himself to get myself heard. But that was fine with me. I was never was much of a glory hound anyway. So I remained undeterred and managed to broker what I thought was an end to this unfortunate standoff.
Then, just as pen was about to be laid to paper, the strangest thing happened. The room darkened instantly because of the sudden lack of sunlight from outside. And as sure as I am standing before you now, I swear that I heard the words echoing from the heavens:
"This shall not be."
Well, there were a lot of God-fearing folks in this room so everyone was at attention. I decided I would try to play along and attempt to appease this voice from on high. Others dared to question it, and well, there's no telling what happened to them but I'll bet it wasn't pretty.
The rest of the night descended into a sour chorus expounding on origin and reverence and whatnot, so I decided to remove myself from the proceedings. On my way out, I thought I had stepped in something unseemly. But as it turns out, it was only a soggy butt that had fallen from someone's mouth as they ran out from the premises and into the realms beyond. Happens alot around here, I'm told.
By the end of the day, the causualties were minimal but we will bear the scars for some time. The kicker though is, for the first time in my storied career I find myself uttering these terrible words:
Frank Underwood has just about the most appropriate initials for anyone I've ever heard of.

I never thought of that, Xenu. But it certainly does seem to fit the occasion, at least near the end there.
And thanks for reading! The only way I could think to address the issue was to lambast the heck about it. I was going to write more about it in my own words, but I think I will just let it pass and get back to the game.

Hey Adrien! Sorry for the delay in responding, been quite busy at the moment.
I think it would be great if we teamed up again, so I've gone ahead and signed us up. Will you be able to play some turns in the early game if needed? I am working about 60 hours a week plus playing in PB22. The work situation eases up a lot in mid-April, though.
