Yay! Glad we found the culprit. I was the theorizer but I can't remember which thread I posted it in either
 I do remember getting an absurd amount of them in pbem23 during some of that game's more challenging moments which made me think it was save related

Also, it's possible to use this culprit to enter civics that you yourself don't have tech access to.
I'm pretty sure you'd get knocked back into the first-in-column civic the turn afterwards.
