I tried. The Wheel was a higher priority in my mind, to ensure the workers always had something to do. The only Hunting/Wheel civ is Mongolia, which doesn't fit at all with the leader traits or thematically. At least Hunting is real cheap, and I even pre-selected it in the starting save for you.

question - if I give sailing and Iron Working in one gift to an AI, does that count the same as gifting sailing in one gift and IW in another gift?

Game complete. I hadn't intended on playing, but found myself laid low this weekend with back pain, and Civ was the perfect way to keep my mind off it. Now to put together some sort of report by Tuesday.
