FWIW that bug was that the demographics screen couldn't be accessed without crashing the game: the moment you pressed F9 the game broke. I think the system got "refined" and used in another game later on?
In that game, one "correct" play style used is to just ignore military builds, but keep high pop, and ensure that you always have the ability to rush military if someone becomes aggressive, and focus on growth.
